The purpose of the recommendation is to sensitise all levels of society to the dangers of alcohol abuse among young people, including manufacturers and retailers of alcoholic beverages, as well as parents. It also addresses the different aspects of the problem, from irregular binge-drinking to alcohol dependency among young people.

The EU Alcohol and Health Forum is a platform where bodies active at European level can debate, compare approaches and act to tackle alcohol related harm.
ESPAD is a collaborative effort of independent research teams in about forty European countries and the largest cross-national research project on adolescent substance use in the world.
Data are collected every fourth year with 1995 as the starting point. The fourth data collection was carried out in 35 countries during the spring of 2007 and the results were published March 26, 2009.
The Alcohol Policy Youth Network is a direct outcome of the work developed by the European Youth Forum together with Eurocare in 2005 and 2006. It aims at becoming a capacity building network for youth organisations from across Europe and to empower them to be active and valid players in the field of alcohol policy.
Active - sobriety, friendship and peace is a European youth organization gathering 25 000 young people who have decided to live sober. Active consider alcohol consumption an obstacle for development of individuals and society. The main activities of Active are political work, trainings, intercultural learning and social activities.
