European Parliament's Committee on Environment, Public Health and Food Safety adopted its opinion on AVMSD
European Parliament is currently deliberating on its opinion for the revised Audiovisual Media Services Directive (AVMSD).
On 31 January, the European Parliament's Committee on Environment, Public Health and Food Safety (ENVI) adopted its opinion, which should be taken into account in the final European Parliament’s position. The main committee responsible for the file - Committee on Culture and Education (CULT) – will vote on its position in March.
ENVI opinion is a mixed result from public health perspective.
Although mention to public health and Article 168 was included in Recitals a substantial part of self-regulatory approach still maintains in the ENVI opinion. The notion of ‘exposure’ to alcohol marketing was maintained. However, in several places text refers to ‘children’s programmes’ or ‘aimed at minors’. For alcoholic beverages, such provisions in effect create meaningless law, as it is highly unlikely that alcohol industry will start advertising in Teletubbies, for instance.
Eurocare suggestions to exclude alcohol from product placement and sponsorship provisions were rejected.
