Eurocare Secretariat

Eurocare has a Secretariat in Brussels, which acts as the central contact point for member organisations as well as other bodies concerned with alcohol related issues, including national and international press.

Mariann Skar has been the General Secretary for Eurocare (European Alcohol Policy Alliance) since October 2007.

Mariann is qualified as cand.polit (sociology and social policy) from the University of Tromsø, Norway.

Her working experience, which dates back to 1979, is varied, spanning from being an independent public health consultant in Brussels and Thessaloniki, seconded national expert in the European Commission, Directorate-General Health & Consumer Protection, Unit for Strategy and Analyse (Brussels) and Unit for Health Determinants (Luxembourg).

Mariann was working at Tromsø University College for 13 years and during this time she had management responsibilities (Head of Nursing Education), was lecturing in general nursing and sociology/social policies and involved in various developmental, evaluation and research activities.

Aleksandra Kaczmarek has Master Degree in European Union Law from King’s College London (University of London) and a Bachelor Degree in Politics and Sociology from University of Liverpool (United Kingdom). Aleksandra has experience of working for third sector both at national and European levels. Prior to joining Eurocare, Aleksandra has worked in the UK on development and implementation of participatory budgeting and public community consultation projects. Aleksandra has joined European Alcohol Policy Alliance (Eurocare) in 2010 as a Policy Officer. Her main areas of responsibility cover labelling, taxation, alcohol as a risk factor in non- communicable diseases as well as relations with the European Parliament.

Nils Garnes has a Master Degree in Development Studies from the School of Oriental and African Studies (SOAS) – University of London, and a Bachelor Degree in Development Studies from Oslo University College (Norway). Nils has work experience from both national and international context. He worked as the project manager for FRISTIL, a national prevention programme in Norway supported by the Norwegian Directorate of Health, for 2 years. Later, he held the position as a political advisor for Actis – Norwegian Policy Network on Alcohol and Drugs. Nils has also been trainer for the EU programme for non-formal education, Youth in Action.

Sandra Tricas-Sauras (Associated Researcher)

Sandra Tricas is a Mental Health lecturer and researcher from Spain. She graduated from the University of Navarra (BSc) and continued her studies at the University of Edinburgh, Scotland (MSc and MSc by Research). She obtained her PhD in 2008, which explored the presence of Eating Disorders and Quality of Life of patients with IBS.

She has an interest on Public Health, Mental Health, Health Psychology, Research, Alcohol Related Diseases, and Addictions among others. She has been based in Brussels since 2012.

Pieter-Jan Vermeersch has a Master Degree in EU Studies from Ghent University (Belgium) and a Bachelor Degree in Journalism of Artevelde School of Further Education (Belgium). Pieter-Jan has worked for national and international organisations. He previously worked as a researcher for a Belgian animal welfare organisation. After obtaining his Master Degree, he worked as a technical officer at the World Health Organization, Office at the European Union, where he was attached to the External Communications Officer as Communications Assistant and to the WHO representative to the EU as Policy Assistant.
